Arthur Recht, judge who transformed WV education funding, dies at 80

Senior Status Judge Arthur Recht died Sunday at Wheeling Hospital after suffering a stroke. Recht, who was 80, was known across the state for a 1982 decision in a school standards case that became known as ‘The Recht Decision.’
NEWS9 Legal Analyst Michael Nogay remembers Judge Recht and the impact he had on the profession. “Well, in 1983 when I tried my very first jury trial, I was working for Frank Cuomo at the time. We went into the court I was very nervous and Judge Recht was the judge,” he said. “I remember how at ease he made me feel and how welcome he made me feel once he knew I was prepared.”
